Does Submitting an Application Mean the Bond Is Approved?
No. Submission of an inquiry, an application or supporting documents does not constitute approval or issuance of a surety bond. A bond is issued only if the applicable insurer approves and the applicable conditions are satisfied.

No. Submitting is the start of the process, not the end of it. Nothing about a submission — including a reference number, a status entry, or the fact that documents were accepted for review — means a bond has been approved, bound or issued.
What submission actually starts
Submission → evaluation and underwriting → possible requirements or terms → insurer decision → issuance only if approved and the applicable conditions are satisfied
The actual process may vary by insurer, obligation and circumstances, and not every submission reaches every stage.
Things that are sometimes mistaken for approval
- An inquiry reference number — it identifies your submission so it can be followed. Nothing more.

- A referral to an insurer — referral means the submission has been passed for evaluation, not that it has been accepted.

Why this matters practically
If you treat a submission as an approval, you may commit to a deadline you cannot meet. Plan on the basis that the bond exists only once it has been issued, and keep the Obligee''s deadline in view throughout.
